I always had the sneaking suspicion that the reason Harry got such a
prompt notice about "underage magic" in Book 2 was that Dobby turned
him in. After all, it wasn't Harry who levitated the pudding, it was
Dobby. Dobby was using any means at hand to make sure Harry didn't return
to Hogwarts.

My point is that I would imagine the Weasley children were chronic
lawbreakers when they were small (Ron's teddybear turns into a
spider, etc), and it didn't really have any official consequences for
them. However, Harry is living in a Muggle household, surrounded by
nothing BUT muggles, and probably being watched much more closely that
anyone realizes.
