The Ministry of Magic seems to keep pretty close tabs on the wizarding
world, and I propose that they are able to identify all magic citizens
through some sort of energy signature or aura. I suggest that the
technology used would be related to that used to create the Marauders Map.
Any underage use of magic might trigger some sort of 'alarm' at the
Central Registry of Magic (or similar). It would be easy to tell which
Weasley had done the deed, for example, because the records would show
their name in bright green flashing ink (or something similar).
Otherwise, perhaps they have a regular census to identify the members of
the population? Censuses aren't 100% foolproof of course. Some things,
such as unregistered animagi, seem to slip past them pretty easily.
Okay, now shoot it down in flames...
