Well, having gone to school in the West Country (Devon and Somerset
particularly), and since we have our UK home in Cornwall, I firmly
believe that Hagrid has a West Country accent for the following reasons:

1) Both Jim Dale (US version) and Stephen Fry (UK version) use a West
Country accent in their readings. Which leads me onto...

2) It fits perfectly. Furthermore...

3) JKR went to university at Exeter, in mid-Devon. As such, she'd have
had many an opportunity to hear the accent. And it is such a luvverly
accent, moy deeerrr.
