In Book 2, Hermione's parents are in Gringott's exchanging muggle money
for wizard money, so I would assume Harry could do the same. But would
Harry want to have a lot of money when he's with the Dursleys? They
might start to wonder where it came from.
And another thing... I was amazed that Mrs. Weasley was granted access
to Harry's vault to pick up cash for him. I wonder what kind of process
they had to go thru to convince the goblins that she hadn't stolen his
key. Hmmmmm
