This has been bothering me as well. The Ministry of Magic was concerned
enough when he ran away from home in PoA to send Fudge out to make sure
Harry made it safely back into the custody of wizards, and yet Harry
has spent several weeks, both in CoS and GoF, at the Weasleys. Does
the protection extend to The Burrow as well? Arthur and Molly appear to
behave as if Harry has been given into their special charge, especially
during PoA (at great possible danger to their own children, I might add,
if someone decided to attack Harry).

At first I thought Dumbledore might have used the Fidelius Charm to hide
Harry's whereabouts, but too many people are still aware of where he is
to consider him "hidden", so I chucked that theory.
