Perhaps there is a Fidelus Charm on the Dursley's house and Dumbledore
(or perhaps McGonagall, maybe even Hagrid) is Secret-Keeper. That way,
if Voldemort somehow tried to find Harry during the summer, he wouldn't
be able to do so, which is why Harry must stay there.

When Harry is at Hogwarts, staying with the Weasleys, or in Diagon Alley,
there are so many other witches and wizards around that he doesn't have
to worry about being protected.

Just a thought...
