Good point... When Harry storms out in Book 3, everyone goes berserk
trying to find him before Sirius Black does. Were there people watching
the house? Harry sees Sirius only a few blocks from where he lives,
just before the Knight Bus picks him up. Did the wizard community feel
that Harry was "safe" at the Dursley's, but not outside the house? Dobby
got into the house in Book 2, so if there's something protecting Harry,
it's obviously not impervious.
