O.K. I checked all the books last night and here is what they say about
Charlie and Quidditch:

Book 1: The Weasley twins say Gryffindor hasn't won since Charlie left
(pg 153); Harry thinks if Gryffindor wins the next match, they will
overtake Slytherin for the first time in 7 years (pg 216).

Book 3: Wood says Gryffindor hasn't won for 7 years now (pg 143);
McGonagall says Gryffindor will be out of the running for the 8th year
in a row (pg 248); Percy says Gryffindor hasn't won since Charlie was
Seeker (pg 301).

So there is a discrepancy between Book 1 and Book 3 about how long it
has been since Gryffindor won the Cup but agreement that the last time
was when Charlie was in school. So I think we still have a gap between
Charlie and Percy being in school.
