I still think that Dobby turned Harry in for "improper use of magic" -- even
though Harry didn't actually do anything. It may also be that #4 Privet
Drive is under special supervision by the Ministry of Magic, thus any use of
magic in that street is going to set the alarm bells off. I would guess
that wizarding households like the Weasleys or the Malfoys are exempt from
censure due to the fact that they live apart from the Muggle world.

I can't really imagine either of the Weasley twins really caring too
much about bending the "Use of Improper Magic" rule-- remember their
impromptu sprouting of facial hair after trying to cross the Age
Line? ^_^ Expulsion wouldn't be imminent, because it would be
difficult to find this out in the Weasley household, as Jay said.
