Perhaps the Order of the Phoenix was the name of the wizards and 
witches who organized "Our Side" during the Voldemort years? Or 
perhaps they are a group of wizards and witches that fight Dark 
Wizards.

Personally, I think the name suits a secret society of 
mercenary/assassin wizards and witches.
