In the American version of GoF during the Voldemort summons Death 
Eaters chapter, it states that Voldy addressed some Death Eaters, such 
as Malfoy, and others he did not. Furthermore in GoF, Sirius tells 
Harry that not all Death Eaters were ever caught.
