On the other hand, why mark your followers in such a way that would be
obvious? Why not make a neon sign float above them saying "Death Eater"? I'm
betting there's some incantation to make it appear on people within a
certain radius, but unless it's "activated" it's not immediately visible.
Otherwise, how could there have been DeathEaters who weasled away? Just look
at the arms and chuck the marked ones into Azkaban.
