Dumbledore has always been very suspicious and opposed to the 
Dementors -- he is furious that they have come on to the Hogwarts 
grounds, at one of the trials Moody says "oh yes, you've never
been happy with our alliance with them" or something like that..
he's very clear that he thinks they are a bad ally to have.....

Voldemort clearly states in the GoF that the dementors are his
natural allies and will join him
