Okay, it is the same person.  This has me very curious, there was no 
mention of magic at all in the article I found.  I'll look for some 
contemporary sources.  I agreed that Snape probably got the name 
because Severus is the origin(?) of severe, but with that info about 
magic, it's seeming more like JKR decided that Septimius Severus was 
a fitting brother-in-spirit, as well as Severus being a fitting name 
for our dear Snape.
