Bear in mind it is just Hermione.  And she hasn't changed courses, she
dropped one.  I think most students stick with their courses, but can change
if they're really not making any headway in one.

Anyway, did you not read CoS?  They all got to pick the options they wanted
in their third and fourth years then.
