Not necessarily--I think Karkaroff said on the stand that each of the
Deatheaters only knew who a few of the others were.  Of course, he could
have been lying--we know he lied about plenty else.  But he might have been
telling the truth--it is a pretty standard modus operandi for terrorist
organizations: operate at the cell level, so that the right hand doesn't
know what the left hand is up to--it helps with plausible deniability when
you're busted and have to go to trial.  I think it's probable Snape truly
didn't know that Wormtail was the traitor rather than Sirius.
