Not temporally feasible. If Tom RIddle Sr was the father of both 
girls then they were in their late 30's/early 40's when Dudley & 
Harry were born, and Sirius & Remus would've been in their 60s in 
Book III, which doesn't match with the "description" info we have 
(that remus has a young looking face, or that the LIly who came out 
of the wand was a young woman).
