yep, that is also in Voldy's Exposition (violating one of the Evil 
Overlord resolutions....) - Dumbledore did something to protect Harry 
while he is in care of blood relatives.  Which is why I suggested a 
couple of weeks ago that Voldy just put a conventional contract out
on Petunia and Dudley.  But he wouldn't stoop to having Muggle 
criminals do such a thing, because they are, well, Muggles.
