Peeves is a poltergeist. Poltergeists are noisy spirits that throw 
things, hide things, takes things, disturb peoplem, etc. and Peeves 
excels at that. Among the paranormal experts, poltergeists are not 
considered "ghosts".

Probably. 

> How did Moody arrive at Hogwarts?

I guess he arrived via broomstick or perhaps he apparated in 
Hogsmeade and walked to the school, since you can't apparate inside 
the grounds of Hogswart.

> Is it natural for underage students to dream of participating in 
activities

Hee hee hee, I remember being 4 or 5 years old and sitting in my 
cardboard box "car" complete with a cardboard steering wheel and a 
sponge acelerator pedal. ;-)
