Poltergeists are 'noisy ghosts' but ghosts in this sense are
'spirits'
and not necessarily among the 'spirits of the departed'. I.e. they
could be 'denizens of the spirit realm' who are already there.

Well, ISTR a water-repelling charm somewhere as a typical wizard
development - not necessarily in HP, but it would fit. The rain kind
of slides past you without actually hitting you.
