Could be, because IIRC barn owls are specifically mentioned in the 
'owl flurry'.  However, Hedwig IS at Privet, for a bit in Book 
I, because Harry gets her for his birthday present from Hagrid when 
they go to Diagon Alley, and he lets her out at night to hunt,
because the reason Petunia doesn't want to come into Harry's (new) 
bedroom even to hoover/vacuum is her presence, and the remains of her 
meals.
