Reason one: again, he's too obvious.

Reason two: maybe he asked him, but Dumbledore refused to do it.

Reason three: maybe Dumbledore was the one performing the charm, because
he's best at performing them and trustworthy.  If so, he may not be able to
be Secret Keeper as well.
