You may wish to reconsider reason three, with Dumbledore performing 
the charm, how would he not know about the last minute change in 
Secret Keepers?

I do agree, though, that Dumbledore would be spreading himself a bit 
thin to take on this responsibility, along with handling his other 
duties.  Besides, the plan was to have the Secret Keeper go into 
hiding, an option Dumbledore did not have.
