More Comments about Dumbledore as Headmaster

While I pretty much agree with Steve that it seems like Dumbledore is 
perhaps not the best Headmaster ever, it is possible that his control 
may be limited.  After all, the school is officially run by a Board 
of Governors, who if you remember from CoS have the power to fire 
Dumbledore.  Perhaps they dictate all hiring/firing of faculty and 
arrange curriculum and other details of running the school.
