I agree with you regarding Slytherins as a whole (see Dumbledore's praise of
the Slytherin character in HP-CS, p. 333), but IMHO Draco is, alas, a wholly
owned subsidiary of Voldemort, Inc. See p. 729 of HP-GF ("You picked the
wrong side, Potter!...I told you not to hang around with riffraff like this
[i.e., "mudbloods" like Hermione]....Too late now, Potter! They'll be the
first to go, now the Dark Lord's back! Mudbloods and Muggle-lovers first!

At this point several others who also doubt Draco's nobility intervene to
halt his tirade.
