Fudge, Muggles and School Governors.

Is it just me or did it seem strange to go back and read that in PoA, 
Harry is reading an article from the "Daily Prophet" and it says that 
Fudge notified the Muggle authorities on the matter of Sirius's 
escape..."I had to, don't you know"...Of course Sirius wasn't very 
dangerous but-

Now maybe this has been discussed in the thousands of messages I 
never caught up on when I joined the group, but is it possible that 
the Muggle Government it fully aware of the magical world? 

Also on the same note, I remember reading something about a fanfic in 
which Lucius Malfoy becomes Headmaster, beg pardon but wasn't he 
sacked in CoS?  I would think that McGonagall would become 
Headmistress, wouldn't she?  Also D. says to LM that the other 11(?) 
governors all seemed to think he was the best person for the job and 
were threatened if they didn't go along w/ LM's plan to sack D.  So 
that means that the rest aren't dark wizards...also who took LM's 
place? And is a board of governors the typical way to run an English 
boarding school, or an American one for that matter (I attend public 
schools, in the American sense of that word...)
