I think the Muggle Government is very aware of the Wizarding 
population. The truth is out there. <insert spooky "X-Files" music 
here>

I'm an American who attended public school, then was fortunate enough 
to attend a private one. The private school I attended (run by 
Catholic nuns) had a "Board of Trustees". The principal ran 
the school, she ultimately answered to the Board.
