Dumbledore himself wrote a letter to the Dursleys explaining what 
Harry was, that they received on or about the time he was left on 
their doorstep [PS/SS, chapter 1 or 2].

They ignored it and trashed it, and commenced their campaign to punish 
the magic out of him.
