Good theory - but Lupin spotted Pettigrew on the map and that's how 
he knew that Sirius was innocent... 

However, the idea could still work, maybe if only the other 
3 'Marauders' can see each other on the Map and that's why Gred and 
Forge etc. didn't see Peter-as-Scabbers for all those years...
