Well, lots of guys put a lot of grease into their hair voluntarily 
because they think it looks cool ;-)

Seriously, that´s not contradictory, to assume that when he was a kid, 
he didn´t care about his looks, like some people who simply appear not 
to be conscious of their own outward appearance or of the impression 
it gives to others.

He may have discovered this later, but then decided it was no longer 
of importance to him. Or he was never really conscious of it. Maybe 
both. But honestly, he must have *some* reason not to wash his hair, 
mustn´t he? (except gave the Marauders´ Map an opportunity for one of 
the most hilarious moments in all the books, which may have been 
reason enough for JKR).
