The memory charm was only placed on Aunt Marge.  When Cornelius Fudge 
intercepts Harry in the Leaky Cauldron, he tells Harry that his aunt 
and uncle are very angry, but would be willing to take him back next 
summer if he spent Christmas and Easter at school.

Is there some kind of wizarding rule which states that 
parents/guardians of muggle born witches and wizards should be aware 
of what is happening - and that they therefore shouldn't have memory 
charms placed on them?
