I imagine that the Ministry had tons of rules on memory charms. I mean,
really, a bit of magic that has the ability to *change a person's
memories* should have quite a bit of legislation dealing with it. As
for muggle parents of witches/wizards, well they'd have to have such a
rule. Maybe a sort of spell is cast on muggle parents when they find
out their child is a wizard/witch that *identifies* them as someone who
should know about the wizarding world? That way, Ministry officials
don't always have to be owling the office asking "Hey, is so-and-so a
parent of a wizard/witch? They are? Well, they can keep their memories
then!"
