I don't know.  Voldemort doesn't strike me as the sort of person that 
would allow a whole lot of discussion in meetings, and Peter isn't the 
sort of person who likes to call attention to himself.  So it is 
certainly possible that Peter and Snape were in DE meetings together 
without Peter saying a word.
