Very sharp question, but I think there is an
explanation:
IMO, Dumbledore doesn't *know* who the fake Moody is,
but he knows he's fake, since "Moody" carried Harry
away from the Quidditch pitch against Dumbledore's
explicit order to leave him there.
Whoever emerges from Moody's form after the Polyjuice
effect will have worn away, will have a hell of a lot
to explain, among other things the yet unsolved
mystery of how Crouch sr. disappeared- Dumbledore
knows that there is something fishy, but of course he
doesn't yet know what.
And so I think that this is the Winky connection.
Dumbledore has a very liberal view on House Efls and
probably thinks she has a right to be present, when
whoever impersonated Moody tells about her former
master.
