Hagrid as a teacher

I apologize is this is a duplicate message...I posted before, but 
system froze and am unsure if it sent. Anyway...

I think that this brings up an interesting point.  Since Hagrid was 
expelled (albeit on bogus and trumped-up charges) and is therefore 
prohibited from using magic, should he be the autority figure in a 
class of students even though he does not technically have the 
authority to intervene magically if something goes wrong?  I mean, 
Care of Magical Creatures has not exactly turned out to be an "in the 
classroom, learn by the text" sort of class.  If that were the case, 
with no actual magical creatures, then whether or not Hagrid could 
perform magic would be a moot point.  

Futhermore, do you think that Dumbledore somehow took it upon himself 
to complete Hagrid's wizard training after his expulsion??  Hagrid 
does seem pretty adept with his "umbrella"...
