JK has said that since Hagrid was proved innocent in book two, he has been allowed to us magic (one of the reasons he is now allowed to teach at Hogwarts). However she also said that since he NEVER completed his magical training he is not as competent (if that is the right word) in using magic, nor as advanced as the other teachers.
