I have a third proposal:

Given the strong Greco-Roman theme in male names (Argus, Albus, Filius, Remus, Rubeus, Severus, Sirius, Cornelius, Bartimius), I find it also a strong possibility that "Percy" is short for "Perseus."  Wonder what Gorgon he might have to slay?
