We know that the house elves of Hogwarts receive no remuneration. (GoF)

We know that teachers at Hogwarts are hired, individuals are made 
gamekeepers, etc., that there is a medical witch and a librarian, and that 
some retire and some continue to work well past retirement age, indeed for 
Prof. Binns death did not bring retirement.

Should Hermione be concerned about this situation.  If she can form SPEW, 
then she should see the need for SPOT (Society for the Protection of 
Teachers) and investigate if teachers at Hogwarts are paid, have a retirement 
plan, medical coverage and what sort of housing are they offered.

Portraits of retired Headmasters grace the walls of Dumbledore's aerie; where 
are those of former teachers, although we might pass on Gilderoy.
