Not strictly true, as she has been planning the whole series since 1990, not just book one.
She has said that she has the basic plot of every book already written (but with a license to change and add things in if she wishes obviously) and has already written (although it is likely to change) the last chapter of book 7.
Also, my mum (I talk about her a lot don't I? Oh well) has written a book -in a series- (that she hopes to get published) and she didn't just plan out the one book. She made very clear and detailed notes on every bit of every character she was planning to use (even those who did not feature in the first book) and made notes about future plot lines and how they would relate in to the other books etc.
My point is that it is important to do this sort of thing if you are writing a series of books (to keep things consistent) so it is even more important if you are writing a series of seven books than if you are writing, say a triology (one of the most common forms of a series) and it is very likely that all authors who write series of books (that are not for themselves but they aim to have published) do exactly the same, including JK.
