Ahh, I think that this could also go to the explaination of how many 
students are at Hogwarts.  One has to pass all their subjects and I 
would be shocked if Snape didn't fail a large number in his classes, 
as well as McGonagall.  So I could see some kids every year being 
held back a year, so this would add to the numbers at Hogwarts too.  
More kids coming in, but not all of the class that should be 
graduating is.  

Yes, I know it is a mistake, but I think that at least we could use 
it to inflate our Hogwarts' numbers a bit, eh? ;)
