I don't think wizards regularily change their wands if they can help
it. Harry's at least is unique to him, as it shares cores with
Voldemorts, and has already saved his life once.
There must be more than one wand to suit a wizard, and perhaps when
Charlie got his new job, he thoght he'd buy another as his was old
and worn away and had started to malfunction. Ron inherited it as
they are brothers (and probably suited to similar wands) and because
the Weasleys couldn't afford to buy Ron a new one.
I wonder what core Percy's wand has. Dragon heart string seems to be
the most suspect of cores if wands are meant to reflect personality,
but then it might be interesting if Dumbledore's wand had this core.
