Is Hogwarts supposed to be in Scotland or Wales?

Hagrid wasn't bringing Harry from Hogwarts; he was bringing him from 
the Potters' home in Godric's Hollow, popularly held to be located 
in Wales.  Does this work better?  (I don't have a UK map with me at 
present, and while my globe labels Wales and even Bristol, it 
doesn't show Surrey.)
