But Hagrid probably wasn't bringing Harry to Surrey from Hogwarts. He had
picked him up in Godric's Hollow, and then there's a roughly 24-hour period
(while the wizards were celebrating) before he delivers Harry to Privet Drive,
when we don't know where they were.
Since Wales is too close to London to justify an 11-AM-until-after-dark
Hogwarts Express ride, the conclusion is that it's in Scotland. Harry's notes
about Acromantulas in "Fantastic Beasts" (p. 2) also confirm this.
