It's an interesting idea, but there are a couple of problems with it.  The 
first is that Hedwig's a female.  Don't the others keep their gender when 
they are in the animal form?

The other would be that Hedwig does go home for the summer with Harry.  Now 
while that's not a bad idea, wouldn't an important wizard like Dumbledore be 
missed if he were away that long?

Anyway, good food for thought.  :)
