Very interesting theory. A couple of thoughts.

Dumbledore may very well be an animagus. It would kind of make sense for him 
to be Hedwig. Correct me if I'm wrong, though, but doesn't Harry usually 
refer to Hedwig as "she"? Also, could he be gone for the whole summer staying 
with Harry and the Dursleys without neglecting his duties and raising a few 
questions about where he was?

And this has no real bearing on the discussion about whether Dumbledore is 
Hedwig, but I think it is mentioned that Sirius, Peter, and James (and 
probably Rita) were unregistered Animagi. They were breaking the rules, but 
at least in the case of S, P, and J were doing it because they didn't want 
their friend Lupin to feel so isolated.
