Hermione explicitly tells Harry and Ron that Skeeter's unregistered 
at the end of GoF.  I don't know if anyone explicitly states that the 
Marauders are unregistered, but Hermione doesn't recognize any of 
them from the list, and Dumbledore didn't know, which strongly 
suggests that they aren't registered either.

One wonders how many more unregistered Animagi there are out there.

And, while Dumbledore's having been a Transfiguration teacher 
suggests that he's _probably_ an Animagus, it's not a 100% sure 
thing.  (At any rate, he'd be listed for the previous century, not 
ours, if he is one.)
