Okay, I know this is really reaching, but I just read PS/SS again, and I 
noted that when Harry stays with Mrs. Figg after she breaks her leg, she 
gives him a piece of chocolate cake.  If we're assuming that this is the 
Arabella Figg that is part of the "old crowd", then perhaps she's doing her 
part to protect Harry.

In this case, I'd think the chocolate is to help him recuperate from the 
effects of living with the soul-sucking Dursleys! :)

Other people have already mentioned that Mrs. Figg might be the rumored 
female DADA teacher.  If she does have some experience in that, she would be 
likely to keep chocolate (and other remedies) handy.

I have to say, I really like a universe in which chocolate is a medicine and 
practically forced upon people!
