I don't have any ideas on why Dumbledore doesn't give him the job 
permenately, but he does seem to trust him enough to make him a substitute. 
I'm assuming it was Dumbledore who let Snape sub for Lupin in PoA. 

I think this brings up another 'qualifications' question. Dumbledore knew 
that Lupin would have to take time off to transform and probably had it 
worked out ahead of time who would fill in for him. He could've gotten 
someone else (like McGonagall for example. I could see her willing to sub for 
a few days and not worrying about some silly jinxed job.) but he chose Snape. 
And I doubt he would chose him just because he coveted the position.
