My impression was that Dumbledore very much relies on Snape's extreme 
competence in his Potions post, and would be reluctant to move him to another 
area.  Even if Snape is not the most compassionate of teachers, he certainly 
knows his onions (and crushed beetles), and the students who are not 
particular targets of his scorn doubtless receive an outstanding grounding in 
the subject.

(who is currently taking a potion based on codeine due to the removal of 
two-and-a-half teeth, and would certainly welcome something more efficacious 
from Snape's cauldron)
