That's really a fascinating idea, and it's given me an idea. erhaps
every wizard's location aura is on a different "wavelength" or
something, and to track down a wizard, you'd have to know them
personally and know their wavelength. Voldy would be able to track
down any Death Eaters(presumably he'd know the wavelengths for all of
them), but the MoM wouldn't be able to find Sirius or Pettigrew. As
for how Voldy knew Sirius', no idea. Maybe Sirius had another friend
who was confirmed to be a Death Eater...? My two Knuts.
